MOGADISHU — The Federal Government of Somalia has officially declared a 90-day amnesty period for individuals affiliated with extremist groups, providing a crucial window of opportunity for them to safely defect and reintegrate into society.
A Pathway to Reintegration
According to the official announcement, President Hassan Sheikh Mohamud stated that the government’s program specifically focuses on individuals who were forced or coerced into joining militant groups, with special attention directed toward the young people heavily affected by extremist recruitment.
“I am declaring a peace initiative and granting a 90-day amnesty for young people and leaders of Al-Shabaab and ISIS,” the President stated during his address.
According to the federal government, this strategic measure seeks to severely undermine the operational capacity of terrorist groups like Al-Shabaab and the Islamic State by actively encouraging members to leave the battlefield while fostering a climate of national reconciliation.
Balancing Military Pressure with Rehabilitation
Authorities emphasized that the structured amnesty program permits qualified individuals who surrender to resume normal lives and meaningfully participate in the nation’s ongoing development. This targeted action forms a core part of the federal government’s comprehensive security approach, which strategically combines high-intensity military operations against remaining militant strongholds with established rehabilitation programs designed to permanently diminish the long-term impact of extremist networks.
