Somalia Unveils Revised Labour Code to Modernize Employment Framework and Protect Rights

MOGADISHU — The Ministry of Labour and Social Affairs officially unveiled the updated Somali Labour Code (Law No. 36, 2024) during a ceremony at Hotel Afrik in Mogadishu on Saturday, February 7, 2026.

The event marks a significant step in improving labor governance, bringing national employment practices in line with principles of fairness, transparency, and worker protection.

Tripartite Cooperation

Minister of Labour Professor Salim Alio Ibrow presided over the launch, which was attended by Members of Parliament, Federal Ministers, and representatives from Federal Member States.

Key stakeholders from the private sector and civil society were also present, including the Somali Chamber of Commerce and Industry (SCCI) and the Federation of Somali Trade Unions (FESTU).

Minister Ibrow awarded Certificates of Honour to members of the technical committee responsible for drafting the revisions. This tripartite committee included representatives from the Ministry, FESTU, and SCCI, demonstrating the significance of social dialogue in developing national legislation.

Enhancing Worker Protections

Representing the workforce, Ms. Nasra Haji Ahmed, Deputy President of FESTU, underscored the value of the amended code. She noted that trade unions had advocated for this reform for over a decade to resolve persistent structural challenges affecting Somali workers.

“The amended law strengthens labor justice, enhances rights protection, and deepens cooperation between government, employers, and trade unions,” she stated.

Boosting Business Stability

On behalf of the private sector, SCCI President Mr. Mahmoud Abdikarin Gabeyre emphasized that the new Labour Code creates a more predictable and stable business environment. He stressed that a clear legal framework supports investment and strengthens positive relations between employers and employees.

Ministry Director General, Mr. Yusuf Hassan Isaak, outlined the technical objectives of the code, highlighting its role in regulating employment relations and clarifying obligations while preserving legitimate business interests.
