MOGADISHU — Brigadier General Mohamed Sheikh Hassan Hamud, Commander of the Somali Custodial Corps, has met with Wang Yu, Ambassador of the People’s Republic of China to Somalia, to explore enhanced collaboration in prison development initiatives across the country.
The dialogue centered on upgrading prison facilities, modernizing communication networks, and offering specialized training programs for Somali Custodial Corps personnel.
Brigadier General Hamud was appointed as Commander of the Somali Custodial Corps in March 2026, following a formal proposal by the Ministry of Justice and Constitutional Affairs. He is a seasoned official who brings substantial security and governance experience to his position, having previously served as a federal government minister and held top leadership roles within both the Somali Police Force and the National Intelligence and Security Agency (NISA).
Prison Modernization and Training Cooperation
Both officials also examined assistance for orphans at a center in Afgooye district operated by the Somali Custodial Corps, emphasizing the value of sustained humanitarian support.
Ambassador Wang Yu has previously reaffirmed his country’s commitment to continued support in the security sector, highlighting assistance to Somalia’s demining agency and the capacity-building of its personnel. The meeting builds on a series of high-level security engagements between Somalia and China, with discussions focusing on China’s support to Somalia in developing security forces and combating violent extremism.
China’s Continued Support for Humanitarian and Security Sectors
The Director General of Somalia’s Ministry of Interior, Federal Affairs and Reconciliation previously convened with Ambassador Wang Yu to explore avenues for enhanced bilateral cooperation with a specific emphasis on state-building and administrative development. China remains a significant partner in Somalia’s reconstruction and institutional development, frequently engaging with federal ministries to offer support in capacity enhancement.
Ambassador Wang Yu has previously visited orphan centers in Mogadishu, bringing both material support and emotional warmth to vulnerable children and reaffirming China’s continued commitment to supporting Somalia’s national rebuilding efforts. During that visit, he handed over donations of essential items, including food, clothing, and school supplies, spending time engaging with the children and encouraging them to pursue education as a path toward a brighter future.
Commitment to Penal System Reform
The meeting between Commander Hamud and Ambassador Wang Yu comes at a critical juncture as the Somali Custodial Corps undergoes significant reform. The Corps is responsible for maintaining state prisons and ensuring strict adherence to federal legal standards amid ongoing military operations against Al-Shabaab militants, which have placed considerable strain on the country’s existing correctional infrastructure.
Commander Hamud has been tasked with expediting the modernization of facility operations, reinforcing internal security protocols, and ensuring that the penal administration possesses the tactical expertise required to safely manage detainees, ultimately reinforcing the rule of law across the nation.
The discussions with the Chinese Ambassador represent continued international cooperation in strengthening Somalia’s justice and corrections sector as the country works to build professional, accountable, and humane prison systems aligned with international standards.
