MOGADISHU – Al-Shabaab is facing a growing internal crisis as several senior commanders and militants have surrendered to Somali National Army forces on the frontlines, following President Hassan Sheikh Mohamud’s renewed amnesty offer and his declaration of a “final offensive” against the group.
According to state media reports, the surrenders have taken place in the Mubaarak, Buulomareer and Jilib-marka areas of the Lower Shabelle region. The defectors cited mounting fear of ongoing military operations, harsh conditions in the bush, and the government’s amnesty offer as key factors in their decision to lay down their arms.
President Mohamud had previously declared a 90-day amnesty period for individuals affiliated with extremist groups, providing a crucial window of opportunity for them to safely defect and reintegrate into society. “I am declaring a peace initiative and granting a 90-day amnesty for young people and leaders of Al-Shabaab and ISIS,” the President stated during his address.
Defections Follow President’s ‘Final Offensive’ Declaration
The surrenders come after President Mohamud announced that the Somali National Army would launch a “final offensive” to eliminate Al-Shabaab from the country. The President’s declaration has been followed by intensified military operations across multiple regions, putting significant pressure on the militant group.
Minister of Defence Ahmed Moallim Fiqi has confirmed that high-ranking members of Al-Shabaab are establishing direct contact with authorities to negotiate their surrender, attributing this internal fracture to the continuous pressure exerted by the Somali National Army and international security partners. “Senior Al-Shabaab terrorists are approaching us, looking to surrender and seeking amnesty following the loss of their secure locations,” Minister Fiqi stated.
A high-ranking Al-Shabaab commander, Abdirahman Talxo Shuuke, previously surrendered to Galmudug regional forces, citing “internal fragmentation” within the militant group. Shuuke revealed that fighters are “increasingly dispersed” and experiencing severe fragmentation due to sustained pressure from the Somali National Army and local forces.
Amnesty Offer and Rehabilitation Program
The federal government has maintained a structured amnesty program that permits qualified individuals who surrender to resume normal lives and participate in the nation’s ongoing development. The strategic measure seeks to severely undermine the operational capacity of terrorist groups like Al-Shabaab by actively encouraging members to leave the battlefield while fostering a climate of national reconciliation.
The Federal Government has previously welcomed defectors from Al-Shabaab, with President Mohamud urging them to take advantage of the amnesty and surrender to authorities. President Mohamud has reiterated his offer of amnesty to Al-Shabaab militants, encouraging them to leave the group and reintegrate into society, emphasizing that those who defect will not face humiliation or imprisonment.
An Al-Shabaab militant identified as Ali Mohamed Colow surrendered to Somali National Army forces in the Mubaarak area of Lower Shabelle after fleeing ongoing military operations in the Ugunji area. Colow revealed that conditions within the group had become increasingly difficult, with militants living in constant fear due to ongoing operations targeting hideouts used by Al-Shabaab leaders and fighters.
Way Forward
The surrender of Al-Shabaab commanders in Lower Shabelle reflects the cumulative effect of sustained military pressure, internal fragmentation within the militant group, and the government’s renewed amnesty offer. As Somali forces continue their operations across the country, authorities are expected to maintain their dual approach of military action and reintegration programs to weaken Al-Shabaab’s operational capacity and encourage further defections.
