Al-Shabaab Commanders Surrender in Lower Shabelle as Military Pressure Intensifies

MOGADISHU – A number of Al-Shabaab commanders have surrendered to Somali National Army forces stationed on the frontlines in the Lower Shabelle region, officials confirmed, marking a significant development in the government’s ongoing counter-terrorism campaign.

The surrenders took place in the Mubaarak, Buulomareer and Jilib-marka areas, according to a report by state media. The defections come after President Hassan Sheikh Mohamud renewed a government amnesty offer during Independence Week, calling on militants to abandon extremist ideology and reintegrate into society.

President Mohamud had previously declared a 90-day amnesty period for individuals affiliated with extremist groups, providing a crucial window of opportunity for them to safely defect and reintegrate into society. “I am declaring a peace initiative and granting a 90-day amnesty for young people and leaders of Al-Shabaab and ISIS,” the President stated during his address.

Military Pressure and Internal Fragmentation Drive Defections

According to security sources, the surrendering commanders cited mounting fear of ongoing military operations and the harsh conditions of life in the bush as key factors in their decision. The defections follow President Mohamud’s declaration of a “final offensive” against Al-Shabaab, which has seen intensified operations across multiple regions.

A high-ranking Al-Shabaab commander, Abdirahman Talxo Shuuke, previously surrendered to Galmudug regional forces, citing severe internal fragmentation within the militant group. Shuuke revealed that fighters are “increasingly dispersed” and experiencing severe fragmentation due to sustained pressure from the Somali National Army and local forces.

Minister of Defence Ahmed Moallim Fiqi has confirmed that high-ranking members of Al-Shabaab are establishing direct contact with authorities to negotiate their surrender, attributing this internal fracture to the continuous pressure exerted by the Somali National Army and international security partners. “Senior Al-Shabaab terrorists are approaching us, looking to surrender and seeking amnesty following the loss of their secure locations,” Minister Fiqi stated.

Recent Defections Highlight Growing Trend

The surrenders in Lower Shabelle are part of a growing trend of Al-Shabaab members defecting to government forces. An Al-Shabaab militant identified as Ali Mohamed Colow surrendered to Somali National Army forces in the Mubaarak area of Lower Shabelle after fleeing ongoing military operations in the Ugunji area. Colow revealed that conditions within the group had become increasingly difficult, with militants living in constant fear due to ongoing operations targeting hideouts used by Al-Shabaab leaders and fighters.

The defections come as Somali forces intensify operations against Al-Shabaab across the country. A major 72-hour security operation across the Buulo Cabdalla corridor between Mubaarak and Ugunji resulted in the death of 22 Al-Shabaab militants, including their regional commander, Cabdiraxmaan Jeeri, who was responsible for orchestrating systematic intimidation campaigns and summary killings against civilian populations.

Government’s Amnesty and Rehabilitation Program

The federal government has maintained a structured amnesty program that permits qualified individuals who surrender to resume normal lives and participate in the nation’s ongoing development. The strategic measure seeks to severely undermine the operational capacity of terrorist groups like Al-Shabaab and the Islamic State by actively encouraging members to leave the battlefield while fostering a climate of national reconciliation.
