MOGADISHU – The Commander of the Somali National Army (SNA), Major General Ibrahim Mohamed Mahmoud, chaired a high-level meeting of the SNA General Command on Sunday to accelerate ongoing military operations, drive force modernization, and prepare for the full transfer of national security responsibilities from the African Union Support and Stabilization Mission in Somalia (AUSSOM).
The gathering assessed the nation’s overall security situation, discussed preparations for the upcoming Independence Day celebrations, outlined plans to intensify pressure on security threats, and reviewed measures to improve the SNA’s operational readiness. Senior military officers provided updates on current activities intended to enhance the SNA’s capabilities and effectiveness.
Accelerating the Security Handover
The discussions focused on the implementation of the Security Transition Plan, the strategic framework designed to gradually transfer security responsibilities from African Union troops to Somali security institutions. General Mahmoud has previously met with AUSSOM leadership to align transition timelines, ensuring that the restructuring and drawdown of international troops aligns precisely with the SNA’s growing capabilities. Somalia and AUSSOM leaders have deepened security cooperation as the transition gathers pace, with Somali forces expected to intensify operations, clearing remaining militant strongholds ahead of the next phase.
Force Development and Reform
A key priority of the meeting was strengthening force development and reform. General Ibrahim reiterated the government’s commitment to structural and institutional reforms within the national army. Defense leaders recently briefed the Upper House on security gains and ongoing military reforms, underscoring the push toward a professional, disciplined force capable of defending the country without heavy external reliance.
These efforts are being bolstered by significant international support. The European Union has approved €75 million for the AU mission in Somalia, and major EU‑funded initiatives such as the SNA III Project under the European Peace Facility are designed to professionalize the Somali National Armed Forces through structured training, operational planning support, and logistical capacity‑building.
Intensifying Offensive Operations
Beyond the broader transition strategy, military leaders discussed tactical approaches to intensify joint operations against Al‑Shabaab. Commanders are maintaining pressure on frontlines and protecting newly liberated areas from insurgent counter‑attacks. The military chief recently visited Baidoa to accelerate the Al‑Shabaab offensive, and Defense Ministry data indicates that 220 precision airstrikes have been carried out in a recent 12‑month period, eliminating 868 militants, including 52 senior operatives from both Al‑Shabaab and Daesh factions. Tactical cooperation with international partners and the bolstering of the Special Forces (Danab) remain critical components of this effort.
Security for Independence Day Celebrations
The command meeting also addressed preparations for the upcoming Independence Day celebrations, which mark the 66th anniversary of unification. Mogadishu is currently marking Independence Week, with public gatherings and cultural events taking place across the capital. Security arrangements for these events have historically been complex due to persistent threats from Al‑Shabaab and recent political violence in the capital. The security forces’ plans will focus on ensuring a secure environment for the celebrations, coordinating closely with the national organizing committee chaired by Interior Minister Ali Yusuf Ali (Xoosh).

Ibrahim called on military commanders and officers to intensify efforts toward the Somali National Army’s priority objectives and sustain momentum in ongoing security operations, reaffirming the SNA’s dedication to working alongside international partners until the terrorist threat is completely eliminated.
