Somalia and Egypt Strengthen Strategic Ties

MOGADISHU: The Minister of Foreign Affairs and International Cooperation, Abdisalam Abdi Ali, has met with Egypt’s Ambassador to Somalia, Mohamed Salah Hassan Keshtah, at the ministry headquarters in Mogadishu. The talks centered on enhancing bilateral relations in diplomacy, regional security, education, and strategic coordination, highlighting the strengthening partnership between the two nations.

The meeting reflects a continued push to solidify ties that have deepened considerably over the past two years. Ambassador Keshtah, who was appointed to his post in late 2025, has been actively engaged with Somali officials across multiple sectors. Upon assuming his role as Cairo’s ambassador to Mogadishu in November 2025, he was received by Foreign Minister Abdisalam in a ceremony that symbolized a fresh chapter in the enduring partnership between the two nations. At that time, both governments reaffirmed their mutual respect and cooperation amid shifting dynamics in the Horn of Africa.

Strengthening a Strategic Security Partnership

Security and defense cooperation have emerged as central pillars of the Somalia-Egypt relationship. Ambassador Keshtah has previously held talks with Somalia’s Defense Minister, Ahmed Moallim Fiqi, focused on advancing defense sector collaboration and enhancing the capabilities of Somali forces. That meeting, attended by the Somali National Army Commander, underscored a joint determination to reinforce military and diplomatic ties during a crucial period for regional stability.

The defense relationship has yielded tangible outcomes. Egypt has contributed military weapons and equipment to Somalia as part of a broader effort to bolster the Somali National Army’s operational capacity. In August 2025, President Hassan Sheikh Mohamud and Egyptian President Abdel Fattah El-Sisi signed a defense agreement described by the Somali president as a “testament to a future of common defense against international terrorism.” A strategic partnership agreement signed in January 2025 has since provided a framework for expanding cooperation in security, trade, and investment. During a high-level visit to Cairo in February 2026, President El-Sisi confirmed that Egypt’s upcoming role in the African Union Support and Stabilization Mission in Somalia (AUSSOM) was under active discussion, with arrangements for the deployment of Egyptian forces in progress.

The deployment is now approaching its final stages. Egyptian Foreign Minister Badr Abdelatty has confirmed that Egyptian troops will be stationed in the Middle Shabelle region, one of the most volatile areas still grappling with al-Shabaab insurgents, where they will work closely with the Somali National Army to strengthen local capacity and ensure civilian protection.

Diplomatic Coordination and Economic Cooperation

Beyond security, the two nations have expanded their partnership into judicial collaboration and trade. At the Fifth Aswan Forum for Sustainable Peace and Development in October 2025, Foreign Minister Abdisalam held talks with his Egyptian counterpart focused on strengthening bilateral cooperation across security, trade, investment, health, and sustainable development. The two countries agreed to enhance cooperation in water resource management through a memorandum of understanding signed in December 2024.

Egypt’s growing diplomatic presence in Somalia is part of a broader regional strategy to reinforce alliances in the Red Sea corridor and counter challenges to stability in the Horn. The diplomatic engagement between Mogadishu and Cairo has continued even as regional tensions have heightened, with Ethiopia expressing concerns over Egyptian involvement in Somalia. Both nations have repeatedly stressed the importance of respecting Somalia’s sovereignty and territorial integrity. In a meeting between Foreign Minister Abdisalam and Egypt’s then-ambassador in June 2025, both officials reiterated their countries’ commitment to Somalia’s development and security.

At the regional level, Somalia has welcomed Egypt’s active role in promoting stability. Somalia extended its gratitude to Egypt for its mediation efforts in facilitating the ceasefire agreement between the United States and Iran and has been in advanced negotiations with both Egypt and Saudi Arabia to establish a tripartite security cooperation agreement centered on Red Sea security. Saudi Arabia is reportedly concluding negotiations for a new military coalition with Somalia and Egypt.

Ambassador Keshtah’s tenure has coincided with a concerted push by both governments to transform high-level political commitments into practical cooperation. For Somalia, which continues to rebuild its institutions and strengthen foreign partnerships, Egypt’s sustained engagement offers opportunities to attract investment and technical expertise from one of Africa’s oldest and most influential nations. The meeting between Foreign Minister Abdisalam and Ambassador Keshtah reaffirms the shared vision for a stable and prosperous future that both sides hope will continue to define their relationship in the years ahead.
