Deadly Clash Erupts in Hiiraan as Macawisley Forces Confront Al-Shabaab Following Killing of Civilians

MAXAAS – Heavy fighting erupted on Friday in the Waab-weyn area of the Maxaas district in the Hiiraan region, pitting local Macawisley militia forces against Al-Shabaab fighters, with federal troops later joining the battle as both sides suffered casualties.

The clash began after Al-Shabaab fighters reportedly killed two civilians in the area, triggering an immediate response from the Macawisley, a community-based militia aligned with the federal government. The fighting escalated rapidly, with heavy gunfire reported across the area, and later drew in units of the Somali National Army (SNA) who arrived to reinforce the local forces.

A Pattern of Retaliation

The killing of the two civilians is the latest in a series of incidents that have fuelled tensions between local communities and Al-Shabaab in the Hiiraan region. The Macawisley, who have been instrumental in reclaiming territory from the militant group, have frequently responded to such attacks with swift military action.

Local Macawisley forces have previously conducted significant security operations in the Hiiraan region, inflicting substantial losses on Al-Shabaab militants in areas surrounding the Maxaas district. The SNA, in collaboration with the Macawisley, has launched coordinated military operations targeting Al-Shabaab militants in the Hiiraan region, focusing on flushing out elements hiding in villages and remote areas along key routes used by the group for movement and supply.

The Waab-weyn Flashpoint

Waab-weyn has been a recurring flashpoint in the conflict. In July 2026, airstrikes in the Suullaay area, located near Waab-weyn, killed 18 militants and wounded 21 others. NISA has also conducted operations targeting Al-Shabaab fighters in the Waab-weyn and Goobo areas under Maxaas district, following intelligence indicating that the group had been mobilising fighters there.

Despite these operations, Al-Shabaab has proven resilient, frequently regrouping and adapting to military pressure. The group’s ability to continue launching attacks and exploiting local grievances underscores the limitations of a purely military approach.

A Community Under Siege

The Macawisley have been a critical force in the fight against Al-Shabaab in central Somalia. Their familiarity with local terrain and strong community backing have made them instrumental in reclaiming territory previously under militant control. However, their reliance on community support also makes them vulnerable to retaliatory attacks, as Friday’s killings demonstrate.

Residents in the region have welcomed military operations but have also called for increased protection to prevent retaliatory attacks by the insurgents. The cycle of violence, civilian killings, retaliatory strikes, and further violence, has become a defining feature of the conflict in Hiiraan, raising questions about the effectiveness of the current strategy.

Government Response and the Path Forward

The Federal Government has yet to issue an official statement on the Waab-weyn clash, but the involvement of SNA troops indicates a coordinated response. The SNA has been executing security operations in the eastern Hiiraan region as part of a broader national initiative to eradicate extremist fighters and secure recently liberated zones.

However, the government’s reliance on local militias like the Macawisley, while effective in the short term, raises concerns about the long-term stability of the region. The Macawisley are not a formal part of the national security forces, and their continued arming and mobilisation could create new challenges, including the potential for factional conflict and the entrenchment of clan-based power structures.

As the fighting in Waab-weyn subsides, the underlying issues, weak governance, clan grievances, and economic marginalisation, remain unaddressed. Until the government can provide effective administration and security in areas like Hiiraan, the cycle of violence is likely to continue.
